The SG TCP Optimizer is a free program of small size (about 600 KB) which can test and improve the speed of your Internet connection. Though it is meant mainly for the broadband connection, it can be used for fine-tuning any Internet connection from the dial up connection to the fastest connection up to Gigabit+. While you may not be in a position to increase your broadband connection speed from the side of your Internet Service Provider (ISP), you can definitely try to increase its speed at your end by using the proper Internet settings. This software helps you in doing that.

The SG TCP Optimizer works with all current versions of Windows and can help you in tweaking the related TCP/IP parameters in the Windows Registry, making it easy to fine-tune your system to the type of Internet connection used by you. This can result in improvement in the Internet speed. It can be used by both the novice and the advanced users, though the advanced users will find it more useful as they will be in a position to make the changes to their settings in a much better way. An inexperienced user should be a bit cautious while using this software and should try to select only the Optimal Settings suggested by the software. The Optimal Settings option is given at the bottom of the program window (I’ve highlighted it in the figure above). Moreover, the software also provides features to save your current settings at any stage (either at the first time operation of the program or at a later stage) through the File menu. So, whenever you want to make the changes to the Internet settings through this program, don’t forget to first save your current settings with an appropriate file name. This will help you to revert to the original settings in case your Internet connection becomes slower rather than faster because of some wrongly selected settings.
See the following figure which shows the window with suggested values for various parameters seeking your confirmation to apply changes when the Optimal Settings option is selected from the main window (it is only an illustrative figure since these settings will definitely be different for your computer / laptop in view of the fact that they differ from computer to computer):

Trying unnecessarily to experiment with the settings without having sufficient knowledge of those settings may rather result in your system becoming slower. If used properly, TCP Optimizer can help you tweak various connection settings for a faster and smoother Internet connection. Whenever in doubt, use the Optimal Settings suggested by the program as mentioned above and moreover, also first save your current settings before changing the settings to protect yourself from any unwanted changes. At a later stage, whenever needed, your can restore your saved settings file.
This software uses advanced mechanism to find the best TCP Window for your specific Internet connection speed. It supports easy tuning of all related TCP/IP parameters, such as MTU, RWIN, and even advanced ones like QoS and ToS/Diffserv prioritization. It also includes additional tools, such as testing average latency over multiple hosts, and finding the largest possible packet size (MTU). However, a novice user would be lost in these technical details which are more useful for an advanced user. Therefore, users who are not familiar with the technical details must use the Optimal settings suggested by the software.
SG TCP Optimizer has a properly laid out interface displaying various settings, options and tests. It also includes a detailed tutorial to help you understand the proper Registry settings to improve your broadband connection speed.
Being free, there is no harm in trying it. First save your current Internet settings through this software. Then make the changes. If you find that there is no appreciable improvement in the performance of your broadband connection, or if find that your Internet connection has in fact become slower, you may either try to tweak the settings further or in the worst scenario you may revert to your initial settings which you saved in a file at the beginning. The advanced users will of course find this software useful as they change the settings at a central place to improve their broadband Internet speed.
